Rossmoor Shopping Center Makeover

Rossmoor Shopping Center is about to get a much-needed makeover. The center was built some 50 years ago, so is more than ready for a facelift.

“We’re very excited about breaking ground on the project in the very near future,” said shopping center owner Terrence Tallen of Tallen Capital Partners, LLC, which purchased the property in 2012. “We plan to start site work in the next 30 days and then begin the construction phase.”

Tallen explained that site work includes such preliminaries as landscaping and grading. During construction, some buildings will be demolished and two new foundation pads installed for construction of new buildings.

The renovation, which was given a unanimous green light by Walnut Creek City Council last April, includes a new main plaza that will be the heart of the center. The plaza will be surrounded with new food tenants, bocce ball court, shady trees and seating. Improved footpaths and crosswalks will be installed for easy access and improved pedestrian safety.

The work will be done in several phases. When it’s finished, in an estimated 10 to 12 months, the reconfigured shopping center will include an additional 30,000 square feet of new buildings – and hundreds of new trees.

New look for Safeway: Safeway is going to be remodeled first, both inside and out; CVS will be housed in a new, larger building with a drive-through pharmacy; Starbucks will open in a 2,000-square-foot space on the Tice Valley Boulevard side of the center, complete with a drive-up window; and new restaurants are planned, including outdoor dining.

“We are currently in negotiations with several regional and national restaurant chains, as well as some chef-inspired restaurants,” said Tallen, adding that none are yet confirmed. “Our long-term tenant mix will have more restaurants, as well as retail, service and medical businesses.”

There will be plenty of parking with four spaces for every 1,000 square feet of retail – which Tallen says is standard. There will be more handicap parking and less compact car spaces.

Tallen said his company is in negotiation for a new lease with Rossmoor Diner, which will likely stay but in a different location. Better Homes and Gardens Real Estate has already signed a new long-term lease and has moved into its new spot next to Chase Bank across Rossmoor Parkway. Wells Fargo, U.S. Bank and Chevron have extended their leases and the Post Office will also remain a tenant. The good news is that all current tenants will be able to stay open during construction, minimizing inconvenience to tenants and shoppers alike.

“That’s the beauty of doing the renovation in phases – everyone will stay open,” said Tallen. “It takes a longer period of time to complete the project, but minimizes disruption to the existing tenants.”

Entertainment for all When the renovation is complete, including shady outdoor seating and dining areas for people to relax and enjoy, Tallen said there are plans to bring a variety of entertainment to the center.

“We’re planning on having music, bocce ball court, fire pits and a large outdoor screen for showing such things as major sporting events,” said Tallen. “We plan on Saturday morning ‘Cars and Coffee’ events, bringing in a Farmers’ Market and staging events for children, such as a Halloween costume party, so that we can fully integrate the whole community. There will also be events around health and fitness that will appeal to seniors.”

Walnut Creek Mayor Rich Carlston looks forward to the renovation’s completion.

“The redesigned Rossmoor Shopping Center will refresh an existing, auto-oriented strip mall by introducing several new amenities and civic spaces typically found in more modern town center developments,” said Carlston. “Creating civic spaces for socializing, like outdoor patios, eating areas, a new bocce court, as well as new ways for pedestrians and bicycles to access the center, creates a more vibrant center for city residents to enjoy, especially those nearby in Rossmoor, the Tice Oaks neighborhood, and the future residents of the new Trellis development across the street. We appreciate Mr. Tallen’s commitment to our city and his substantial investment in this property.”

A new website and social media avenues will be launched to keep the community up-to-date on progress as renovation proceeds. Currently, plans can be seen on project architect SGPA Architecture and Planning’s website by googling “Rossmoor Shopping Center plans.”

“We’re working to make this shopping center a modern amenity that will be a go-to place for Rossmoor residents as well as citizens and visitors to Walnut Creek,” said Tallen. “It will be like a brand new shopping center.”
